The specifics of logical/thorough testing are lost when the folder isn't vanilla - that is all. If you stripped EVERYTHING out, and ONLY put in scripthook - it "should" work. Therefore, putting scripthook back in - is not testing scripthook in vanilla. removing only scripthook - does not magically make your gtav folder vanilla for the purpose of testing. I'm saying - they won't load if you remove scripthook. You have openIV asi's and ENT asi's in your gtav folder too. If it helps, here's a screenshot of my GTA 5 main folder:
